Where can one find online a Gelug lama, one who can give advices to a student living in a place where there are no Gelug lamas?

You might want to contact one of their dharma centers and ask --- for example, the link below is for the group in Charleston, so you could even start with them and see if they can be of assistance:

Just explain your situation to them --- the Gelug school is well established with regional centers and groups around the world. You might also wish to inquire about any informal groups or house gatherings near you, university groups, ect.
