It is said human beings have precious body to cultivate the dharma, and to reach enlightenment. I wonder whether beings in other realms be able to recite amitabha, to enable them to go to pureland. or for the same matter any other mantras, etc

I would certainly think so friend 
There are many other Dharma purelands of Buddha's available as well, Fortunatly we have a very special connection with Lord Amitabha and his vows make it very easy for us to be reborn in fortunate states

Yes, in Tripitaka of Mahayana mentioned spoken by Buddha said it all.
