Some non-Buddhists observe their precepts very strictly. In the area where nobody is around, even though they are very thirsty and find the source of water, they are determined not to drink water right away without someone else’s permission; otherwise, they think this seems to be a type of stealing. However, although they observe the precepts such carefully and rigorously, nothing can lead them towards the liberation of Samsara because they have a fatal weakness, which is that they do not have the wisdom and Dharma practice of combining the compassion and emptiness.
