Tantrayana often regards the teacher as the Buddha, but not all the Gurus can be viewed as the Buddha. To be considered as the Buddhas, the Gurus should possess certain qualifications. First, the Guru at least has already generated the Bodhicitta, and this is the requirement that a Mahayana Guru should have. If the teacher is a Tantric Guru, he also should have already realized the emptiness; otherwise, if the Guru himself has not obtained realization, the disciples are all the more unlikely to attain the realization. If the Gurus have possessed the above two qualifications, then they are truly the Buddhas!
